Our administrative culture and structures are not integrated

There are levels that are national, Regional, and Provincial, municipal and even local, which should in some way be related, linked together, levels of government that can take care of the problem by seeing the whole. Our structure, as well as our culture, is not integrated. We have authorities, internal departments of the region, external authorities, (...) the forestry department takes care of the pine forests and coastal habitats, our fishing service takes care of the fishermen, likewise the tourism department takes care of the tourists, of course.
